English Councils Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

According to a recent study of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils representing major urban areas in the UK stated that 60% of local authorities are planning to sell assets to meet the escalating costs of adult and children’s social care.

Councils have in the past come under fire for selling playing fields and open spaces to shore up their finances, but they argue they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

The group noted that a significant number of councils seeking to generate funds from a quick sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of local leaders said they would prioritise service redesigns and using financial reserves to manage growing financial challenges.”

Specific Cases of Planned Sales

Medway Council in Kent announced its property management strategy included the disposal of a retail complex in Rainham and a social club in another town to raise 20 million pounds over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Broader Financial Strains

This research of local authorities in the key cities group, which covers several urban centers, also found that over seven in ten of councils will need to raise local levies next spring to address the growing cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these take time to deliver both better provisions and cost efficiency,” said a council leader.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

Research of regional authorities this week also found local finances being strained by the growing number of young people and adults needing Send support.

A network of councils projected that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the Send system until next year after a white paper outlining those reforms was recently delayed.

Deprivation and Financial Shortfalls

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, several participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like several major towns place in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of England. The figures highlights the scale of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that accounts for and responds to the real levels of deprivation and demand,” stated a council leader.

“Without this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of councils have cut or compromised social care provision in the last year, the study revealed.
