19 of Medvedev's 21 titles have been achieved on hardcourt
A comeback the Russian player won his first trophy for 882 days with victory over Frenchman Moutet in the competition final.
Medvedev, a ex- top-ranked player, has endured a torrid season, managing just one match at the big events and experiencing a setback at the American major.
The player's inconsistency on the ATP Tour - and struggles with his service game in specific - resulted in him exiting of the world's top 10 and ultimately splitting with former trainer Cervara.
Now working with Thomas Johansson and Rohan Goetzke, the tennis star has steadily progressed in the past month - culminating in a tightly fought three-set victory over challenger Moutet.
This marks the player's initial trophy after the Rome competition and first on a hard court from March of 2023.
Victory also indicates the Russian has secured twenty-one victories at twenty-one different tournaments.
"This marks the first occasion I am participating in a competition with my children at once, so to secure a trophy is especially meaningful," said ranked player Medvedev.
"This championship is in tribute of my younger daughter my daughter, because the initial championship I won when my older daughter her name was delivered was for her."
The athlete, the 2021 US Open champion, had been defeated in his last six title deciders, featuring in Halle previously this season.
His retrieving play style and regular emotional displays on court had prompted commentators to doubt if his skill to compete at the elite level was concluded.
But the athlete has altered his approach in the past month, attempting to come to the net and perform positively, backed up by an enhanced service.
The champion fought back from a deficit in the opening set against the difficult Frenchman, taking four of the concluding five games to go ahead.
The pair traded break points in the middle set before Moutet, striving for his initial professional victory, took control to create a third set.
The opponent rescued four initial chances in a close third set before Medvedev secured a break to 15 to serve for the match.
Suitably, Medvedev clinched victory with a point at the net area, with Moutet incapable to handle a shot after a lengthy match.
